近日，在“第二届中国滨海旅游地产发展高峰论坛”上陈淮表示，目前房地产政策的关键是“稳定”二字。此外，对于旅游地产，陈淮认为高铁网络的发展将是支撑行业前行的关键。
他表示，政策的发展其实就是稳定，包括维护房地产市场的稳定，维护国民经济在2013年的稳定发展，以及经济运行速度这些。
陈淮认为，在这种政策取向下，公众不宜再反复炒作一些旧的概念。只要目前房地产市场需求是以老百姓自住性改善性需求为主的，这个市场就是合理的、正常的；只要房地产业能够正常运行并且有益强化风险抵抗能力的，只要我们的金融体系和房地产之间的市场交易关系是合理和正常的，这个市场就是合理的；只要房地产业增长的速度对国民经济起到推动而不是负作用的，这个市场就是正常的。
对于下一步地产行业重心，陈淮认为县域与中心镇区域成为重点会是比较明显的趋势。沿海城市人口已经饱和，进一步发展二三线城市，县城与中心镇这个区域非常明显。
